Pokémon GO’s Palkia Duo Plan Skips Power-Ups With Level 25 Counters

The suggested team relies on Dragon Breath and Party Power, but the linked Great Goose simulation uses level 50 Pokémon rather than the level 25 counters at the heart of the strategy.

With Palkia returning to raids this week, a community strategy lays out a low-investment duo: two Trainers, level 25 Pokémon, and no power-ups, Shadow Pokémon, or legacy and exclusive moves. Weather-boosted raid catches can provide the Pokémon for the proposed teams.

Dragon Breath and Party Power lead the strategy

The main counter group is Mega Dragonite, Dialga, Palkia, and Reshiram. Dragon Breath is the fast move for all four, while Dialga, Palkia, and Reshiram use Draco Meteor. Mega Dragonite gets Outrage+ when it Mega Evolves, and the guide says it does not need an Elite TM to access the move.

Dragon Breath takes 0.5 seconds, helping charge Party Power quickly. Party Power then doubles the damage of charged attacks, giving the duo a way to boost its biggest hits. Palkia is also a strong counter to itself, so catching one can help improve a team for later raids.

Baxcalibur with Dragon Breath and Glaive Rush is another option, despite the charged move taking two bars. Mega Rayquaza can also support a partner from the back of the party, boosting their Dragon-type attacks by 30%. At level 25, the guide places Mega Rayquaza alongside Dialga, Palkia, and Reshiram, with Breaking Swipe as its preferred move.

The level 50 simulation is a separate benchmark

A Great Goose simulation gives a pair of level 50 Mega Dragonite an 81% win rate against Palkia with Dragon Tail and Draco Meteor, provided both players dodge every attack and switch out when another Outrage+ will not land. That result does not validate the level 25 strategy: the simulation uses level 50 counters.

Weather, friendship bonuses, Palkia’s moveset, and player decisions can all affect a raid. Salamence, Garchomp, Haxorus, and base-form Kyurem are weaker but still usable alternatives. The guide advises against relying on Regidrago, Goodra, Alolan Exeggutor, Kyurem White, Zekrom, Latios, Latias, or Fairy-type picks just because they rank highly on general counter lists. Trainers can compare different setups in the Great Goose raid simulator.
