Riot Games confirmed that Harbor will receive a kit rework in the end-of-year update, arriving as Patch 11.10, the studio said during VALORANT Champions 2025 in Paris. Harbor has been one of the game’s most underpowered agents, with a very low win rate and almost zero pro play, so this is a significant development for players who want a viable pick from his kit.
Game Designer Ryan Cousart said the team will keep Harbor’s core identity while reshuffling abilities and adding some new tools. He described Harbor as a hybrid of Initiator and Controller, and said that some abilities will prompt players to think about how they use his kit in new ways. The rework was confirmed alongside comments from Tiffy Tsay, Senior Product Manager at Riot Games, who explained the purpose of the end-of-year patches: they take bigger swings to set the foundation for next year and get the game feeling fresh for new content.
Harbor currently sees almost no esports usage, for example, he wasn’t picked once at VCT 2025 Americas kickoff, and he ranks among the season’s weakest agents in community tier lists and data tracking sites like the one linked below. The studio did not give a specific release date for Patch 11.10, only that the rework is planned for the end-of-year update and is expected to arrive as part of the next season.
