A Reddit post says the packages went to the UK by mistake, and Valve asked buyers to choose any standard-edition title in their region.

Valve is reportedly sending a free game to some Steam Controller buyers after a shipping mistake sent a small number of packages to the UK. According to a Reddit post on r/Steam, the company wrote, “To thank you for your patience, we would like to offer to add a game to your library. Please pick any standard-edition title available for purchase in your region and reply here with your selection.”

The same message said that only a small number of packages were sent to the UK by mistake. The controller sold out immediately, and Valve later moved to a reservation system to handle demand for the device, as outlined in Valve forming an orderly queue for the Steam Controller.
