The key is in a room past the Pangzhen boss fight, along the main route through the region.

The Mandate Encampment Outer Gate Key in Phantom Blade Zero is tucked away beyond Gu Wangyue’s arena in Pangzhen. You’ll need it to open the gate that leads into the Mandate’s encampment.

The gate appears when you first reach the Village of Lu, but the key is found later, near the end of Pangzhen, the game’s fourth region in chapter 2.

Reach the room beyond Gu Wangyue’s arena

Head through the west side of Pangzhen and defeat Gu Wangyue, the Chinese opera singer boss. After the fight, drop down the well in her arena and climb the ladder directly ahead. Continue into the Pangzhen Backstreets. In the next cellar room, pick up the glowing orange key item near the corpse surrounded by puppet enemies.

The room sits on the main route through Pangzhen, so collect the key as you pass through rather than leaving it behind. Once you have it, fast travel to the gate from a nearby bell. The key opens the outer gate on the mountain road into the encampment, a smaller map to explore.
