
Rockstar Games has published new modding guidelines that place firm limits on what creators can change across its games, putting new missions, cross-title projects, multiplayer work, and unofficial ports under particular scrutiny before Grand Theft Auto VI arrives on November 19, 2026. The policy applies to GTA 6 and older Rockstar games, and Rockstar outlines the rules on its official community resources page.
The policy opens with the instruction to “Respect our games” and says Rockstar has the right to set limits on how its worlds, characters, stories, and brand are used. Its first major restriction tells creators not to expand or modify official storylines, plots, missions, characters, or other parts of the company’s established continuity.
Rockstar’s rules target story expansions and crossovers
For modders, the wording reaches well beyond simple visual changes or technical tweaks. Rockstar also says creators must not combine maps, locations, characters, storylines, in-game assets, or other intellectual property from one Rockstar title into another. Projects built around adding new story content or bringing elements from one game into a different one could therefore fall outside the company’s stated guidelines.
A social post on September 20 highlighted both restrictions, including the rule against altering established continuity and the ban on mixing content between Rockstar games.

Multiplayer projects and monetization face separate limits
Multiplayer modding must remain inside Rockstar’s licensed Creator Platform unless the company grants a separate license. Rockstar also designates that platform as the approved place for creators to monetize their work. Projects made outside it must remain strictly non-commercial, which rules out unauthorized paid servers and similar activities.
Cheat menus and other software that disrupts Rockstar’s official multiplayer services, online features, or Creator Platform are prohibited. Creators also cannot use Rockstar branding in a way that suggests a mod or custom server has the company’s approval or an official connection.
Unofficial ports and outside intellectual property are covered too
Another rule addresses where Rockstar games can run. The company says creators must not modify its games to operate on consoles, hardware devices, or other platforms where Rockstar has not officially released them. That language effectively rules out unofficial ports under the policy, regardless of whether a project is intended as a technical experiment or a way to bring an older game to new hardware.
Rockstar’s guidelines also bar creators from using protected material owned by other rights holders, including art, characters, music, photographs, games, advertisements, brands, logos, and real-world locations. Voice performances from Rockstar games cannot be modified or reused, while real people’s voices, images, or likenesses require written permission.
The guidelines apply to Rockstar’s games generally rather than offering a separate set of rules for GTA 6. Rockstar has announced the upcoming game for PlayStation 5 and Xbox Series X|S, but it has not announced a PC version or PC release date in the reporting available here. That leaves the effect on a future GTA 6 modding scene unclear, even though the policy already establishes the boundaries Rockstar wants creators to follow.
Rockstar’s rules do not erase every possible form of modding, but they draw a much narrower line around new narrative content, crossovers, multiplayer features, outside intellectual property, monetization, and platform conversions. For a series whose communities have built everything from roleplay systems to large-scale world additions, those limits could make the road to ambitious GTA 6 projects much less straightforward.
