Hearts of Iron IV is taking another look at one of its core wartime systems. Game designer Zwirbaum used the latest Dev Corner to ask players how Military Production should work and whether the current design gives commanders enough to think about.
The post does not announce a patch or confirm any changes. Instead, it opens a feedback discussion around the way military factories are assigned, how much those factories differ from one another, and whether their location should matter more.
How should Military Production work?
Military Production currently uses an abstracted pool of factories. That lets players move factories between production lines whenever priorities change. The system also protects the highest-priority production line from going offline until other production is affected.
Zwirbaum asked players what they like about that setup and what they would change. The central question is whether the flexibility is useful or whether it removes too much pressure from managing an industry during wartime.
The designer also questioned the idea that military factories are effectively interchangeable. Each one can produce whatever the player assigns to it, with no meaningful difference between individual factories. Paradox wants to know whether players prefer this universal approach or would rather see factories with more distinct roles.
Should factory location matter more?
Location was another major part of the discussion. Players can already decide whether to build factories close to potential enemies or farther away, but Zwirbaum asked how much that choice actually affects their plans.
Some commanders may focus on local construction bonuses from features such as Dams or Infrastructure instead of worrying about distance from the front. The Dev Corner asks whether those existing considerations are enough or whether factory placement should involve more factors.
The questions continue a wider conversation about Hearts of Iron IV’s economic systems. A recent Dev Corner discussion about the civilian economy also asked players to assess how much depth the game’s industrial mechanics provide.
Zwirbaum’s latest Steam announcement closes without promising a particular redesign. For now, Paradox is collecting player opinions on how Military Production should balance convenience with strategic decision-making.
Do you think Hearts of Iron IV’s factory system offers enough choice, or should factory types and locations matter more? Share your thoughts in the comments, and follow us on X, Bluesky, YouTube, and Instagram.
