Hearts of Iron IV Asks Players to Rethink Its Civilian Economy

Paradox is seeking feedback on construction, trade, Consumer Goods, and whether higher mobilization is always the best economic choice.

Paradox Development Studio is asking Hearts of Iron IV players for feedback on one of the game’s less glamorous but essential systems: the civilian economy. In a Steam Dev Corner published on July 21, game designer Zwirbaum raised questions about civilian factories, Consumer Goods, and Economic Laws.

The post does not announce a patch or confirm that any particular system will change. Instead, it is meant to gather player opinions on how these mechanics work now and whether they offer enough depth for the period covered by the game.

Paradox wants feedback on three economic systems

The first topic is the current Civilian Economy. Zwirbaum asked players to consider how well the system handles building construction, using civilian factories for trade, and the laws that govern economic activity. The developer also wants to know whether anything is missing and whether the system feels appropriate for the game’s timeframe.

Consumer Goods are the second focus. The questions cover both their gameplay function and their narrative purpose, along with whether the system needs more layers. Zwirbaum also singled out the fact that Consumer Goods are currently a purely negative factor, since reducing their percentage demand is generally the better outcome.

Finally, the Dev Corner turns to Economic Laws. Paradox is asking whether players like the existing laws and their effects, as well as whether higher mobilization is almost always the obvious choice. The team is also interested in possible trade-offs that could make choosing between laws less straightforward.

Dev Corner feedback is not a promise of new content

Paradox used the post to explain how a Dev Corner differs from a Developer Diary. Diaries usually arrive closer to release and cover content that is already fairly developed, often with screenshots and more detailed information. Dev Corners are shorter, focus on a specific request for feedback, and can point toward possible future content without guaranteeing that it will be added.

The studio also said these posts are not usually planned far in advance. A developer can use an upcoming Tuesday or Thursday slot when there is a topic they want the community to discuss, which makes this economy-focused post more of a conversation starter than a reveal.
