Secure Flash drives can also be crafted in the Hideout at Intelligence Center level 2. The task still calls for found-in-raid items, so check that the drives meet that condition before handing them over.

How to complete the quest

Meet the third-time DSPT decoding requirement.
Collect 15 Secure Flash drives with found-in-raid status. Hideout crafting at Intelligence Center level 2 is one listed option.
Hand all 15 drives over to Mechanic to complete the objective.

There is also a DSPT warning tied to the questline. After finishing it, decoding the transmitter a fourth time means it cannot be encoded again.
