Fable’s 1,000 NPCs Stayed Handcrafted After Randomization Created Odd Matches

Ralph Fulton said Playground Games individually selected each character's details after a randomization tool produced NPC combinations that lacked coherence.

Fable’s Living Population nearly took a much more automated route. Playground Games once had a tool that could randomize the details of roughly 1,000 citizens, but the results created character combinations that did not fit together, so the team chose to build each NPC by hand instead.

In an interview with GamesRadar+, Fable game director Ralph Fulton explained that the developers selected every detail for each character. “We individually picked everything about every NPC to make it into an NPC that you could read, that made sense top to bottom. We originally had a tool that would randomize it, and just ‘roll’ an NPC, and that would have been a massive labour-saving device. That would have saved us so much time, but what we found was, they just didn’t make as much sense.”

The discarded tool could have saved the studio a great deal of work by effectively rolling a complete NPC from a set of traits. Random assignments could create contradictions such as a vegan butcher or a hairstyle that clashed with a character’s occupation. Those mismatches may sound amusing in isolation, but they would make Albion’s communities feel less intentional and make individual citizens harder to understand.

Bowerstone alone has 400 NPCs, so the commitment extends well beyond a small group of story characters. Playground Games has described Albion’s roughly 1,000 citizens as having an assigned personality, moral worldview, occupation, home, and family. Giving those details a deliberate relationship should make the wider population feel authored rather than assembled from disconnected parts.

Playground Games instead gave each NPC a more coherent identity, with personalities and needs that fit their place in the world. The approach also matches the studio’s earlier description of 1,000 handcrafted NPCs, a population designed to support the game’s social systems rather than fill the world with interchangeable villagers.

Fable is currently scheduled to launch on Feb. 23, 2027, on Xbox, PC, and PlayStation. That would make it the first game in the series playable on a Sony console, while the handcrafted population gives Playground Games another way to set this reboot apart from worlds built mostly through procedural systems.

That extra care could make Fable’s relationships more entertaining, whether a character becomes a spouse, an ex-partner, or something less clearly defined. The game’s citizens may end up being one of the clearest places where Playground’s handcrafted approach is felt.
