Blizzard has confirmed on the official forums that transmog outfit slot unlocks in the Midnight Beta will apply Warband-wide rather than per character. The change is planned for an upcoming build and is intended to replace the current system that forced players to buy slots for each character separately.
“Outfit slots should be warband wide.”
“This will be the case” in Midnight. “It’s just taking a few more weeks to implement that function into the Beta.”
“In a future build of the Midnight Beta, the outfit slot unlocks will become Warband-wide. And costs to unlock these spots will not go up.”

Previously, players had to purchase outfit slots on each character, a setup that prompted complaints from portions of the community trying to collect transmog across multiple toons. Making unlocks Warband-wide removes that repetition and centralizes collection across characters that share a Warband. Blizzard also said the costs to unlock these outfit slots will not go up when the change lands, and the team will monitor feedback and adjust pricing during the Beta if needed. The developer framed the rollout as a near-term patch and said it will take a few more weeks to implement into the testing build.
For players who were worried about paying multiple times for the same transmog slots, this is an apparent reversal of the earlier approach. It keeps the unlocks tied to the Warband, so outfits purchased for one character should be available to other members of the same Warband without separate purchases. If the Beta notes land as promised, this will remove a common point of friction for collectors and make the process of moving outfits between characters simpler. Expect the change to be visible in the build that follows the current testing cycle, and watch for further notes on cost tuning as the team gathers feedback.
