Windrose players can reach Tortuga once they secure a Ketch
The hub sits far to the northwest, and reaching it opens faction vendors, crew hires, and a fast travel point.

Tortuga in Windrose is not a place you stumble into by accident. To reach it, you need a better ship first, and that means pushing through the early story until you unlock a Ketch.
If you are still on the starter boat, the first step is to keep following the main quest line until you find a large wreck on a nearby coastal island. Repair that vessel, free the men scattered across the surrounding islands, and the Ketch becomes available. Once the Ketch is in your hands, you can sail for Tortuga directly. You can also finish the How My Sea Adventure Began tutorial quest first. That quest teaches the basics of ship combat and marks Tortuga on your map after you sink your first vessel, which also pays out experience when you finally arrive.
The trip is a long one. Tortuga sits far to the northwest, so it is smart to bring plenty of repair kits before you leave. The route crosses dangerous waters, including Blackbeard Waters, where pirate ships are ready to hammer you, and Undead Waters, which feature level 6-10 vessels. The safest move is to avoid fights and keep full speed ahead.
When you finally land, you will know you have made it when the island hub is split off by a huge stretch of blue flame. Head into the town square and you will find several factions, including The Rogue Buccaneers, The Brethren of the Coast, and The Smugglers of Port Royal.
Those factions give Tortuga its real value. Each one has a Bounty Agent where you can trade Insignias and Letters of Favour to build reputation and unlock stronger items over time. You will also find a Provisioner for each faction, and their stock varies from ingredients and clothing to ship artillery. The hub also has crew members for hire, with roles like Alchemist and Tailor.
Best of all, reaching Tortuga unlocks a fast travel point, which means you will not have to repeat the voyage every time you need to go back.
