Developer Ubisoft Massive and publisher Ubisoft have launched Season The Pact for Tom Clancy’s The Division 2, a seasonal update that introduces Retaliation, the Divide and Conquer global modifier, fresh Exotics, and a purchasable season pass. The update is available now on PC and consoles.
Retaliation is a permanent endgame activity built around territory control and escalating faction conflict. It runs across Washington D.C., New York, and Brooklyn, and faction behavior shifts depending on the map and DLC ownership. Control Points now feed an Agitation Meter that, when filled, triggers a timed retake event where the attacking faction attempts to seize a whole Named Zone.
The mechanics are straightforward but demanding: teams deploy from a safe house and must reclaim Control Points one by one to push back the timer. Capturing points adds time; optional Maneuvers grant extra seconds for individual success, and Kill Squads can appear to ambush a retake attempt, offering a chance at faction-specific Exotic blueprints. Time is the enemy here.
Retaliation also introduces targeted Exotic farming: Kill Squads drop blueprints tied to specific factions, and completing an entire Retaliation can reward an additional blueprint from a separate pool for several factions. Materials that drop during events, like Crystallized Spice for Hyenas or Burning Ash for Cleaners, are used to craft Exotics and can be converted into Broken SHD Watches to exchange for other faction materials, allowing progression across faction pools even when agents face groups they generally do not own.
The season-wide modifier, Divide and Conquer, ties combat bonuses to control of Named Zones: Contested Zones grant a stacking Rate of Fire boost, SHD-Controlled Zones add both Rate of Fire and Weapon Damage stacking up to 30% each, and Enemy-Controlled Zones provide no bonuses. Active Modifiers themed to factions can be unlocked and leveled through Modifier XP earned in Retaliations or while equipped, offering distinct playstyle twists such as the Hyenas’ high-risk, high-reward Spiced Up modifier or the True Sons’ Signature Weapon enhancements.
New loot arrives alongside those systems: two Exotic weapons, new Named pieces, a Brand Set, and additional gear talents aim to give agents fresh build choices. The Exotic M700 Carbon called Shroud benefits from the High Priority Target talent that amplifies damage against high-tier targets, while Exotic gloves named Overdogs boost damage against low-ranking foes. Named weapons and gear sets like Tipping Scales and Urban Lookout offer unique stacking talents and bonuses that encourage experimentation.
The Climax Mission also gained a Master difficulty reward: completing the Master Climax Mission for the first time guarantees the Exotic 93R pistol Tempest, though it may drop at lower difficulties with reduced odds. A set of quality-of-life fixes and balance changes accompany the season content, including a new maximum Expertise level cap.
Season rewards are split between a premium track and a free track. The Season Pass costs 1000 Premium Credits ($9.99) and a Premium+ bundle is offered for $29.99, bringing additional in-game credits and extras; some premium rewards remain gated behind Level 40. Both tracks feature multiple caches and a mix of cosmetics, named gear, and Exotics.

Balance Changes
- The maximum Expertise level has been set to 30.
- This change ensures you don’t outpace the challenge level the game currently offers, provides a clear upper limit for your gear’s power level, and makes it easier to invest in a wider variety of items – allowing you to explore different playstyles and engage with the game in new ways.
Gear and Weapons
- Fixed the issue with loadout swapping that caused multiple talents to stack through the Abridged Talent.
- Updated Weapon and Gear Piece Targeted Loots to contain all eligible Exotics.
- Bluescreen and Catharsis no longer require ownership of its Blueprint in order to drop as Targeted Loot.
- Fixed an issue where all Exotic Pistol drops were affected by the ownership of the Liberty Blueprint.
- Fixed an issue where all Exotic MMR drops were affected by the ownership of the Mantis Blueprint.
- Fixed an issue where all Exotic AR drops were affected by the ownership of the Capacitor Blueprint.
- Fixed an issue where the Swap Speed attribute would cap at 14.4% on all Exotics.
- Fixed the issue where the breaking Point Gear Set was not present in the Crafting Station until the blueprints were acquired.
Vanity
- Fixed the issue where Exotic Skin VFX was not visible in the weapon mod menu for the Chyron and Nocturne Exotic weapon skins.
- Fixed the issue where the contaminated loot bag was not visible while the Stalker 2 Backpack was equipped.
- Fixed issues with clipping across multiple vanity combinations, including Warrior Wasp and Soldier Ant outfits, Kitty Fluffy Kiss Kiss and 3C backpacks, Keiko Nakama uniforms, Payday Event masks, Canvas jacket, Scaled Up gloves, Ash uniform, and other vanity gear.
Other
- Fixed the issue where the stash appeared empty when entering Brooklyn’s Bridge Settlement for the first time.
- Fixed the issue where the “Neutralize named enemies” project objective was not shared while in a group.
- Fixed the issue where Season XP Events did not grant rewards if the player had already reached 100 season levels.
- Fixed the issue with the SHD watch showing a placeholder image in the Item Details of the Inventory.
- Fixed the issue with placeholder images appearing in the crafting requirements of the Nimble Exotic Holster and Pakhan Exotic LMG Blueprints.
- Fixed the issue where Outcast icons were displayed instead of Black Tusk icons for President Andrew and Faye Lau during the Echo from Camp White Oak Manhunt.
- Fixed the issue where the option to trigger an Active Modifier was not greyed out after equipping one.
