The Division 2 developer Massive Entertainment and publisher Ubisoft released the free seasonal drop Y7S2: The Pact as patch 2.10 on September 9, 2025, across PS5, Xbox, and PC. The update introduces the new Retaliation endgame activity, fresh Exotic blueprints, new gear, and a modifier system focused on territory control.
Retaliation events occur across D.C., New York, and Brooklyn and force agents to retake a Named Zone before a timer expires, with captured Control Points extending the clock; the activity scales from Normal up to Heroic, and Kill Squads or Maneuvers can appear during fights to grant extra time and targeted rewards. Expect multi-wave battles with a strong emphasis on map state and faction pools.
Targeted Exotic farming is baked into Retaliation. Each faction carries its own Exotic blueprint pool, Kill Squads drop faction-specific blueprints, and completing a full Retaliation can award additional blueprints for several factions. Crafting uses Exotic Components plus faction materials that can be converted into Broken SHD Watches for cross-faction progression.
Modifiers have three layers: a global modifier tied to map control, Active Modifiers unlocked through the Seasonal Journey, and Passive Modifiers that counter enemy archetypes. Active Modifiers can be upgraded with Modifier XP earned during events or while equipped, and they offer distinct playstyle choices such as the Hyenas’ tradeoffs between armor and raw damage or the True Sons’ Signature Weapon overcharges.
New gear includes Brand Sets, Named pieces, and two Exotic weapons, Shroud and Overdogs, plus the Master Climax mission reward, the Exotic pistol Tempest. Weapon and gear changes also update Targeted Loot systems so all eligible Exotics can appear without incorrectly requiring blueprint ownership.

Balance Changes
- The maximum Expertise level has been set to 30.
- This change ensures you don’t outpace the challenge level the game currently offers, provides a clear upper limit for your gear’s power level, and makes it easier to invest in a wider variety of items – allowing you to explore different playstyles and engage with the game in new ways.
Gear and Weapons
- Fixed the issue with loadout swapping that caused multiple talents to stack through the Abridged Talent.
- Updated Weapon and Gear Piece Targeted Loots to contain all eligible Exotics.
- Bluescreen and Catharsis no longer require ownership of its Blueprint in order to drop as Targeted Loot.
- Fixed an issue where all Exotic Pistol drops were affected by the ownership of the Liberty Blueprint.
- Fixed an issue where all Exotic MMR drops were affected by the ownership of the Mantis Blueprint.
- Fixed an issue where all Exotic AR drops were affected by the ownership of the Capacitor Blueprint.
- Fixed an issue where the Swap Speed attribute would cap at 14.4% on all Exotics.
- Fixed the issue where the breaking Point Gear Set was not present in the Crafting Station until the blueprints were acquired.
Vanity
- Fixed the issue where Exotic Skin VFX was not visible in the weapon mod menu for the Chyron and Nocturne Exotic weapon skins.
- Fixed the issue where the contaminated loot bag was not visible while the Stalker 2 Backpack was equipped.
- Fixed issues with clipping across multiple vanity combinations, including Warrior Wasp and Soldier Ant outfits, Kitty Fluffy Kiss Kiss and 3C backpacks, Keiko Nakama uniforms, Payday Event masks, Canvas jacket, Scaled Up gloves, Ash uniform, and other vanity gear.
Other
- Fixed the issue where the stash appeared empty when entering Brooklyn’s Bridge Settlement for the first time.
- Fixed the issue where the “Neutralize named enemies” project objective was not shared while in a group.
- Fixed the issue where Season XP Events did not grant rewards if the player had already reached 100 season levels.
- Fixed the issue with the SHD watch showing a placeholder image in the Item Details of the Inventory.
- Fixed the issue with placeholder images appearing in the crafting requirements of the Nimble Exotic Holster and Pakhan Exotic LMG Blueprints.
- Fixed the issue where Outcast icons were displayed instead of Black Tusk icons for President Andrew and Faye Lau during the Echo from Camp White Oak Manhunt.
- Fixed the issue where the option to trigger an Active Modifier was not greyed out after equipping one.
