Pokémon GO could be getting a major shake-up to its Mega Pokémon rankings if a set of unconfirmed datamined moves reaches the game unchanged. A community eDPS analysis points to Mega Starmie as the biggest winner, especially when Trainers use Party Power.
New Mega Moves — eDPS Analysis

The figures are not official. The analysis used level 50 Pokémon in DialgaDex, with the new moves entered manually, so the numbers may contain errors. Scopely could also decide not to release the moves or change their stats before they arrive.
Party Power 2 gives Mega Starmie its biggest boost
Party Power 2 is where the new moves make the largest difference. Mega Starmie reaches 45.01 eDPS, becoming the top Water attacker in the comparison. That is a 29.26% improvement over its current version and an 11.08% lead over Primal Kyogre.
Mega Raichu Y also moves into first place for Electric damage, reaching 43.67 eDPS. Its improvement over the current version is listed at 22.09%, while its advantage over Regieleki is much smaller at 1.68%.
Grass, Fire, and Fighting rankings also see changes under PP2. Mega Chesnaught rises to the top with 38.6 eDPS, ahead of Mega Sceptile and Primal Groudon, although the analysis expects Mega Meganium to pass it once that Mega Evolution arrives. Mega Delphox reaches 43.71 eDPS, edging Shadow Reshiram by just 0.58%.
The two Mega Mewtwo forms were already leading their respective comparisons, and the proposed moves would push them even further ahead. Mega Mewtwo Y rises by 9.33% to 55.77 eDPS, while Mega Mewtwo X improves by 3.55% to 48.16 eDPS.
Other Party Power scenarios produce smaller changes
With Party Power 3, Mega Starmie remains the top Water option, though Mega Feraligatr and Mega Swampert stay fairly close. Mega Mewtwo X and Mega Mewtwo Y improve by less than 5%, while Mega Delphox takes first place over Shadow Reshiram by only 0.08%.
Party Power 4 looks closer to the no-Party-Power results. Mega Starmie still reaches the top at 48.56 eDPS, but the analysis places Mega Feraligatr just ahead of it. Mega Mewtwo X also passes Keldeo at 54.61 eDPS, a 0.78% improvement over the current option.
Without Party Power, the rankings barely change. Mega Mewtwo X becomes the only new top option at 36.27 eDPS, which represents a 3.66% increase over its Focus Blast version and a 2.63% lead over Mega Lucario. Unreleased Mega Lucario Z would still sit well above it at 40.23 eDPS.
Mega Mewtwo Y, Mega Raichu Y, and Mega Delphox remain the best choices with their existing movesets in the no-Party-Power comparison. The same is true for Mega Mewtwo Y and Mega Delphox under Party Power 4.
One-bar moves favor Party Power 2 and 3
The analysis attributes the biggest swings to the fact that all of the proposed moves use one bar. That makes the Party Power 2 and Party Power 3 scenarios more important than the other comparisons, with Mega Starmie receiving the clearest boost.
The ranking should still be treated as a preview rather than a confirmed balance update. The comparison focuses on the types of the new moves, so Pokémon whose other movesets are unchanged are only being judged within that specific context. Until the moves and stats are officially released, raid teams should not be rebuilt around these numbers.
For now, Mega Starmie is the Pokémon to watch. If these values survive testing and release, the upcoming raid day could become a much higher priority for Trainers who care about maximizing raid damage.
