Well, the “Groundbreaking” quest is pretty much the last of the new quests added to Arc Raiders with the Cold Snap update, and it seems that there’s no more of them after that.
Enter the locked room at Pilgrim’s Peak
First off, head to Pilgrim’s Peak. It’s a locked room so make sure you take the key that was given to you.
Search the room for any construction research
Then, you would need to search the room and find:
Find the building pictured on the whiteboard
Photograph the abandoned housing project
Then, the last thing pretty much you need to is take a photo at exactly this position. Btw, I am sorry, I have only the map image because I failed taking a picture of the actual environment :(((. But just head there and you’ll see the “photograph” marking.
