The Cleaner is a target-count quest with two eligible enemy types and two valid locations. Eliminate 10 Raiders or Black Division operatives on Reserve or The Lab. On Reserve, Raiders may appear in the underground tunnels or at the train yard, with some spawns tied to raid events.

How to complete The Cleaner

Enter Reserve or The Lab and eliminate eligible targets until the objective reaches 10.
On Reserve, check the command area of the underground tunnel system. Raiders may be there at the start of a raid, and additional ones may appear after the D-2 extraction power switch is activated.
Raiders may also appear at the train yard when the train arrives or after the Bunker hermetic door extraction lever is pulled. These are possible spawns, not guaranteed ones.
