Guide
This quest is quite demanding, considering the fact that Biscuit Tins are hard to get. Either way, they can spawn anywhere. Boxes, portable fridges (compact containers), cabinets, etc. The Biscuit Tin, similar to the Ration crate, contains Biscuits and can only be opened outside of a raid.
According to recent investigations, the Merchant Ship map seems to be the best for getting these boxes.
