
A tiny package from Steam2 Depot #352 may preserve one of Sid Meier’s Civilization V‘s earliest development tools. It contains only runme.exe and runme.dat, yet the second file includes a single reference to Civilization5.exe, giving the otherwise mysterious stub a clear connection to Firaxis’ strategy game.

The discovery adds a specific clue to the wider Steam archive, which has already been associated with third-party projects such as Sid Meier’s Civilization V. Firaxis’ work on the game reportedly began in 2007, while its first connected depot is placed around May 31, 2008.
That early depot reportedly combined Civilization IV assets with early Civilization V material and prototype effect files. The small launcher package was uploaded around the same period and contained no game data of its own.
runme.exe reads runme.dat, parses the information inside it, launches an executable with arguments derived from that data, and remains open until the launched program closes. With Civilization5.exe as the only identified string, the tool fits the description of an early game launcher or a quick internal test utility.
The evidence does not prove that this was Civilization V’s first launcher. The missing 2008 files leave too much of the original setup unknown, including the exact arguments the program used and how the launcher connected to the rest of the build.
The trail also has a hard cutoff. The manifests were updated beginning with version 0 in 2010, overwriting the older 2008 files. Without those originals, the remaining stub can show what the tool was designed to launch, but not the full context in which Firaxis used it.
