Niantic announced new Spooky Legendary Raid Hours in October, and according to their announcement, a new EX Raid Boss will be taking over EX Raids. The feature will promote more frequent fights with the currently featured Legendary Pokemon. This is considered as a rare encounter in Pokemon GO, and trainers are looking forward to it.
Legendary Raid Hours start on October 2, 9, 16 from 6:00 PM to 7:00 PM bringing more EX Raid bosses between October 23 and 30. Some of the schedules above may interfere with the Trainers’ schedule, and sadly Niantic cannot cater to each of them separately.
According to the official statement:

Trainers, there’s a lot more to be discovered in the coming period as our team is about to grasp a couple of secrets hidden within the Master file. We’re onto something, and there’s more to be seen in the coming period. So, stay tuned for more info and have a beautiful day ahead!
The announcement literally does not mention EX-Raids at all.
